Bruno Miller, a
Massachusetts Institute of Technology (MIT) Aeronautics and Astronautics
Ph.D. candidate, was named as an Outstanding Student of the Year by the U.S.
Department of Transportation’s (DOT) University Transportation Center.
Miller was selected from students at more than 50 universities and colleges
from the five Federal Aviation Administration
(FAA) Centers of Excellence.
Miller is a member of the
FAA Center of Excellence for Aircraft Noise and Aviation Emissions Mitigation. The Center, known as PARTNER
(Partnership for AiR Transportation Noise and Emissions Mitigation)
was established in September 2003 with MIT as the Team Lead. Other
university members are Boise State University, Florida International
University, the Pennsylvania State University, Purdue University, the
University of Central Florida, University of
Missouri – Rolla, and Stanford University.
Miller was nominated by the FAA for the
prestigious award for his outstanding research work on mitigation
of environment effect of air transportation, particularly on emissions
reductions though operational measures. Miller’s current research focuses on
the impact of air transportation in the socioeconomic growth of nations and
regions, with an emphasis on third-world countries. Miller’s Ph.D.
dissertation involves developing a methodology to support rational
investment decisions in air transportation infrastructure using a
combination of system dynamics and Monte Carlo simulation in a real options
framework. This work is being applied to various FAA capital improvement
programs.
Miller received his BS and MS in
Aeronautics and Astronautics from MIT. He also completed an additional MS
from the Technology and Policy Program at MIT. He is a native of Costa Rica
and a U.S. Permanent Resident since 2000, and is currently consulting for
the Costa Rican government diagnosing the network of local airfields and
establishing a strategy for its modernization. Miller previously consulted
for the United Nations Development Programme (UNDP) investigating the
feasibility of introducing fuel cell buses in Sao Paulo, Brazil. He has
also participated in a number of projects focused on designing relief
housing for the victims of 1998’s Hurricane Mitch in Honduras and the August
1999 earthquake in Turkey
One FAA Center of Excellence student
is honored each year along with 33 Department of Transportation (DOT)
University Transportation Centers (UTC) students at the annual DOT
ceremony. This event is conducted during the Transportation Research Board
(TRB) conference in Washington, DC, in January. . The Department honors
outstanding University Center students for their achievements and promise
for future contributions in the transportation field, based on their
technical merit and research, academic performance, professionalism and
leadership.
FAA Centers of Excellence are
long-term partnerships with academic institutions and their industry
affiliates. Since the inception of the program in 1992, COE faculty and
students have supported over 700 aviation research and development projects
that are critical to the agency's mission of safety and efficiency.
